Prior to being a public cemetery, the territory had been created as a private burial place for a single family. The architecture of the tombs is reminiscent of Greco-Roman styles. This can be seen in the wall artwork's inventive combination of Egyptian, Greek, and Roman aesthetic traditions.

It was constructed on the exact site where the famed Lighthouse of Alexandria, one of the Seven Wonders of the Ancient World, formerly stood.
